Senior Management Team

In 1998, the Clerk, Harvey Ruvin, re-organized the Office and appointed three Senior Deputy Clerks: Barbara Fernandez, William Oliver and Ricky Schechtman and in 2001, Dr. Thomas James was appointed the Clerk's Chief Information Officer.

The Senior Deputy Clerks and Chief Information Officer oversee the functioning of the different areas of the Clerk's Office and serve as Clerk on a rotating basis during the Clerk's absence. They serve on the Clerk's Executive Committee.

Barbara Fernandez manages and directs the Civil Court, Criminal Court, Juvenile Court and Family Court Divisions. She coordinates court activities with the Administrative Offices of the Courts and Judiciary, State Attorney, Public Defender and other justice and government agencies.

Dr. Thomas James is in charge of all the information technology related initiatives and activities. He manages and directs Technical Services and the SPIRIT Project.

William Oliver provides overall management to the Clerk's Ex-Officio duties as they pertain to the administration of Intergovernmental Services Divisions. The Intergovernmental Services Division includes the Value Adjustment Board (VAB), Code Enforcement, Parking Violations Bureau and Records Management.

Ricky Schechtman manages and directs the Traffic Court and District Courts Divisions, the County Recorder and the SPIRIT Project. She coordinates court activities with the Administrative Offices of the Courts and Judiciary, State Attorney, Public Defender and other justice and government agencies.
