The Clerk serves as ex-officio Clerk of the Board of County Commissioners, as statutorily mandated, and is responsible for support functions to the Board of County Commissioners, County administration, and the public to include:

BCC Calendar

The Clerk of the Board sets the calendar of meetings of the Board of County Commissioners and its committees. Pursuant to the County Rules of Procedures, regular meetings of the Board of County Commissioners are held the first and third Tuesday and Thursday of each month beginning at 9:30 am. The meetings of the Board held on the first and third Thursday of each month is held primarily to conduct public hearings on zoning matters. These meetings take place in the Commission Chambers located at the Stephen P. Clark Government Center, 111 NW 1st Street, 2nd Floor.

Minutes

The Clerk of the Board attends all meetings of the Miami-Dade Board of County Commissioners and its committees, and records and produces the minutes of meeting. The Clerk prepares a Summary of Agenda Action and Final Official Minutes, which indicates the action and the vote taken by the Board during the meeting. The official agenda minutes from June 18, 1996 to the present can be accessed here. Minutes from 1888 to 1996 require archival assistance for the retrieval and must be researched. For records requests prior to 1996, call 305-375-5109. There is a charge of $.15 per photocopied page; and $1.00 per first page and $.50 per each additional page for microfilmed copies.

An audio recording of all board meetings is available to the public. For recordings on compact disk or cassette tape, call 305-375-1299. There is a charge of $12.00 per compact disk and $8.00 per cassette tape.

Ordinances / Resolutions

The Clerk of the Board manages the Miami-Dade County ordinance and resolution indices and coordinates the codification of the Code of Miami-Dade County. The Code is compilation of ordinances adopted by the Miami-Dade County Board of County Commissioners.

All ordinances and resolutions adopted by the Board of County Commissioners are on file in the Clerk of the Board’s office and may require archival assistance and research for their retrieval. Upon request, copies are available by calling 305-375-4233, at a charge of $.15 per photocopied page; and $1.00 per first page and $.50 per each additional page for microfilmed copies.

Lobbyist Registration

The Board of County Commissioners adopted an ordinance which requires all persons, firms, corporations, employed or retained by a principal to register with the Clerk of the Board prior to communicating with County officials and/or county personnel on matters requiring official action.

County Board Appointments

The Clerk of the Board manages the appointment of advisory board members appointed by the County Commission. Advisory boards were established to help the Commission deal with the many and varied duties and responsibilities of local county government. Today, there are over 100 boards, commissions, trusts, councils, committees, task forces and special districts.

Additional functions performed by the Clerk of the Board include:

  • Managing the Legislative Directives database containing instructions given to county administration by the Board of County Commissioners.

  • Advertising public notices for all commission; committee; sunshine and emergency meetings of the Board of County Commissioners.

  • Advertising legal notices for all proposed ordinances, contract bid notices, request for proposals, pre-bid conferences, auctions and real estate sales.

  • Executing all documents and instruments approved by motion, resolution, or ordinance that give County administrators the authority to proceed with the operational and contractual commitments of the County.

  • Receiving, logging and maintaining the records of all bids and proposals for goods and services solicited by the County; and attending bid openings to ensure the integrity of the process.

  • Coordinating protests on bids for goods and services on behalf of the County.

  • Receiving all claims filed against Miami-Dade County for personal or property and transmitting those claims to the County General Services Administration.

  • Issuing home solicitors permits and occult science permits to procure occupational license.
